Municipality Budget Development
Situation
African country had recently built up its municipality system, with their obligations, revenue generation abilities and central governmental transfers. However, daily operation differed much from guidelines and the law.
Solution
External parties requested an assessment across the top 20 municipalities, mapping their revenue sources, costs, budgeting processes and financial checks and balances, both from the city councils’ and the communities’ perspectives.
Outcome
After 120 in-person interviews, through legal documentation assessment and on-the ground anecdotes, we created a city-specific and an overall overview on current performance and suggestions for improvements.

The Libyan labour market of the future
